On February 15, 2023, the Regulating Commission of Energy and Gas (“CREG”) published Resolution 101 034A, dated December 19, 2022, which sets the opportunity to conduct an auction for the allocation of firm energy obligations (“OEF”) for the period between December 1, 2027, and November 30, 2028 (the “Resolution”). This will be the first occasion where the new procedural rules adopted by means of Resolution 1010 024 of 2022 will be used.
On 2006, CREG adopted the methodology for the remuneration of the reliability charge as a mechanism to guarantee reliability of the energy service in the National Interconnected System.
Reliability charge is the remuneration paid to a registered generator for the availability of generation assets that may supply firm energy to the system in critical hydrological conditions through the allocation of OEF.
According to the Resolution and the schedule published by XM S.A. E.S.P. on Feburary 22, all agents interested in participating must register in the Unified Information System of the Reliability Charge, SUICC, declare its intent in participating and submit its parameters for calculation of their ENFICC. The Resolution also sets forth a new requirement (in relation to previous auctions) so that participants must submitted the plants connection concept as issued by UPME.
The Resolution also includes an incentive so that plants allocated with OEF that reach COD before the commencement date of their obligations may receive CxC since COD.
